GSA Multiple Award Schedules (GSA MAS) are long-term governmentwide contracts with commercial firms providing federal, state, and local government buyers access to more than 11 million commercial supplies (products) and services at volume discount pricing.

The schedule delivers customer agencies the tools and expertise needed to shorten procurement cycles, ensure compliance, and obtain the best value for innovative technology products, services, and solutions.

With more than 7.5 million products and services from over 4,600 pre-vetted vendors, federal agencies, as well as civilian, state, and local organizations, continue to maximize budgets, and reduce buying cycles by up to 50 percent over open market.

The Inmarsat Aeronautical Blanket Purchase Agreement (Aero BPA), Contract # HC1013-18-A-0001, offers secure global voice and data connectivity to both the Department of Defense (DoD) and Federal Agency organizations. This connectivity is made possible through various Inmarsat services, including BGAN, SwiftBroadband (SBB), Fleet Broadband (FBB), Classic Aero (Inmarsat Aero H, Aero H+, and Aero I), Inmarsat GX, SIMOPS, and FlightDeck Freedom.

The primary objective is to ensure worldwide data and voice services are available for aircraft equipped with Inmarsat technology, in order to meet mission requirements.

CONTRACT DATES: April 01, 2017 – June 30, 2024

Inmarsat’s commercial BGAN, FBB, and SBB services are based on Internet Protocol (IP) and offer users a comprehensive solution for voice, high-speed broadband data, and streaming video via handheld or portable satellite terminals. The Department of Defense (DoD) has strict requirements for the immediate availability of Inmarsat BGAN, FBB, and SBB services that are compatible with the Army’s existing BGAN Secure Terrestrial Access (BSTA) network, no matter where they are in the world, to support deployed forces.

The goal is to provide DoD mission partners with commercial Inmarsat BGAN, FBB, and SBB services that make use of BSTA capabilities, including dynamic IP, voice, video, data, and messaging, across all regions of the globe.

CONTRACT DATES: February 14, 2019 – February 13, 2024

The Department of Defense (DoD) necessitates commercial satellite services to ensure secure worldwide voice and data connectivity for missions. This connectivity relies on Inmarsat Swift Broadband (SBB), Classic Aero H+, Very High-Frequency Data Link (VDL), and access to DirecTV in the Continental United States (CONUS), Alaska, and Hawaii. This requirement aims to facilitate global operations to meet the needs of all “Take Charge and Move Out” (TACAMO) and Airborne Command Post (ABNCP) mission requirements.

The Consolidated Blanket Purchase Agreement (BPA) aims to deliver standard Inmarsat BGAN and land-based GX service capabilities to the Army, Navy, Air Force, Marines, the Department of Defense (DISA), and various Federal Agencies. These capabilities encompass dynamic IP, voice, video, data, messaging, and streaming services, all available worldwide. Only the contracting field offices of DITCO-Scott and DITCO-Pacific have the authorization to make orders under this BPA.

The USSOCOM Broadband Inmarsat Services Blanket Purchase Agreement (BPA) offers a comprehensive suite of communication services, including Inmarsat Broadband Global Area Network (BGAN), Swift Broadband (SBB), Fleet Broadband (FBB), and Global Xpress (GX) land-based services. These services play a vital role in providing worldwide voice and data connectivity to support deployed USSOCOM forces.

Inmarsat BGAN, SBB, FBB, and GX services are crucial in aiding multiple USSOCOM Service Components. These services are procured through DISA DITCO, with orders placed using the Integrated Defense Enterprise Acquisition System (IDEAS).

This contract enables U.S. government customers who have access to the DISA EMSS Storefront to directly acquire CERTUS Land, Maritime, and Aero Airtime Service Plans. Iridium’s Certus offers high-speed capabilities across different rate categories and ensures coverage from pole to pole.

IDIQ Awards

An Indefinite Delivery, Indefinite Quantity (IDIQ) contract is a flexible and dynamic procurement tool employed by government agencies to efficiently acquire a wide range of goods and services. This contracting mechanism allows government entities to establish long-term agreements with pre-selected vendors, offering the advantage of agility and adaptability in meeting their evolving needs.

Unlike traditional contracts with fixed quantities and delivery schedules, IDIQ contracts provide a framework for on-demand procurement, offering the government the ability to order goods and services as required, within specified limits. This procurement strategy streamlines the acquisition process, enhances cost-effectiveness, and enables agencies to respond swiftly to changing mission requirements while maintaining compliance with procurement regulations. In essence, IDIQ contracts empower government agencies with the flexibility and versatility necessary to navigate the complexities of modern procurement and effectively serve the public interest.

The ongoing mandate is to provide comprehensive worldwide commercial telecommunications and End-to-End services, encompassing resources in C, Ka, Ku, and X-bands, as well as Commercial Teleports (CTs), terrestrial backhauls, and Monitoring and Control (M&C) and Web Portal services for CSSC. Our solution is designed to address the formidable challenge of delivering world-class end-to-end services with global reach.

This entails low-latency services and capabilities derived from or facilitated by the proliferation of Low Earth Orbit (LEO) satellites, catering to all domains and use cases, including SATCOM, remote sensing, and various other applications. These capabilities encompass a wide range of service forms, including user-independent, direct-to-user, user-to-user, and user reach-back services. Additionally, it encompasses end-to-end managed services available through subscription offerings defined under a Service Level Agreement (SLA), along with ancillary services such as terrestrial backhaul.

SBIR Contracts

The SBIR and STTR programs are competitive initiatives designed to encourage American small businesses to engage in Federal Research and Development (R&D) with potential for commercialization. These programs, through a competitive awards system, empower small businesses to explore their technological capabilities and offer incentives for commercializing their innovations. By involving qualified small businesses in the nation’s R&D landscape, they stimulate high-tech innovation and cultivate entrepreneurial spirit while addressing specific research and development needs.

The STTR program is particularly notable for its emphasis on collaboration between small businesses and nonprofit research institutions. In both Phase I and Phase II, STTR mandates formal partnerships between small businesses and research institutions. Its primary role lies in bridging the gap between fundamental scientific research and the commercialization of resulting innovations.

Both the SBIR and STTR programs operate in three distinct phases, all aimed at promoting scientific excellence, technological innovation, and bolstering the American economy through federal research investments. In the initial phase, these programs fund small businesses to stimulate technological innovation. In the second phase, they align with federal research and development priorities, nurturing promising innovations toward practical applications. Additionally, they strive to boost private-sector commercialization of innovations stemming from federal research and development funding. Furthermore, the STTR program adds a collaborative dimension by facilitating technology transfer through cooperative research and development between small businesses and research institutions. The ultimate goal of these phases is to transition innovative concepts into tangible products, processes, or services that benefit the U.S. Government and contribute to economic growth.

Phase I.
The objective of Phase I is to establish the technical merit, feasibility, and commercial potential of the proposed R/R&D efforts and to determine the quality of performance of the small business awardee organization prior to providing further Federal support in Phase II. SBIR/STTR Phase I awards are generally $50,000 – $250,000 for 6 months (SBIR) or 1 year (STTR).
Phase II.
The objective of Phase II is to continue the R/R&D efforts initiated in Phase I. Funding is based on the results achieved in Phase I and the scientific and technical merit and commercial potential of the project proposed in Phase II. Typically, only Phase I awardees are eligible for a Phase II award. SBIR/STTR Phase II awards are generally $750,000 for 2 years.
Phase III.
The objective of Phase III, where appropriate, is for the small business to pursue commercialization objectives resulting from the Phase I/II R/R&D activities. The SBIR/STTR programs do not fund Phase III. At some Federal agencies, Phase III may involve follow-on non-SBIR/STTR funded R&D or production contracts for products, processes or services intended for use by the U.S. Government.
